
Fish-Eye is a member of the Amazon Trio, which is dispatched in the fourth season by the Dead Moon Circus to search people's dreams in an attempt to find where the Pegasus horse is hiding. Fish-Eye is probably the most bizarre of the three, as she/he is very effeminate, looking like a girl, sounding like a girl, dressing like a girl . . . etc. He was a she in the dub, for obvious reasons. XD;
Fish-Eye is bored with female targets, but will coo over the cute male targets and want to go after them himself. After he's toyed with them a while, he looks into their dream, and when he doesn't find any sign of the Pegasus, he tries to kill the target (and the Sailor Senshi, when they come) with his Remless creatures.
Interestingly, Fish-Eye was also the first of the three to question their mission. He eventually targets Mamoru (Darien), who is the main character Usagi (Serena)'s boyfriend, and he poses as a girl, the way he is prone to do. But when he cannot win him over, and Mamoru says he loves Usagi because she has beautiful dreams, this gets Fish-Eye to start thinking. He wonders if he and the other two have dreams. But each one of the trio is an animal who was turned into a humanoid creature, and because they are not true humans, they do not have any such dreams as humans do. Fish-Eye becomes depressed by this when he realizes it, and he wonders what it would be like to have dreams.
Around this time, their boss is getting fed up with them and their lack of progress, and she gives them one final chance to find the Pegasus or else the spells making them humanoid will be broken and they will die. Hawks-Eye takes the orb with the magic needed to keep them in their humanoid forms and sets out to find the target, who is Usagi (Sailor Moon). What they do not know is that Fish-Eye has already found the true person in whose dreams Pegasus hides: Chibiusa (Sailor Chibi Moon). But he is debating over whether their mission is truly the right thing and has not had the chance to say what he has found.
Fish-Eye and Tigers-Eye come and finds Hawks-Eye peering into Usagi's dream mirror. He does not find Pegasus, of course, and just then an assassin arrives who was dispatched to kill the trio, and he breaks Usagi's dream mirror. She falls into a comalike state, Hawks-Eye takes a blast for Fish-Eye and dies, and then Fish-Eye and Tigers-Eye retaliate to the best of their ability, but they cannot win. Fish-Eye reveals that he has Chibiusa frozen in ice, but because he knows they can't win against the assassin, he decides that he would rather that they avenge Hawks-Eye's death and die nobly by using the magic orb to repair Usagi's dream mirror. She can destroy the enemy, after all.
And so that is what happens, and the Amazon Trio dies. Fish-Eye's last words are to Usagi, telling her that he envies her because of her beautiful dreams. She then realizes that he was the girl who went after Mamoru, as the girl said the same thing to her.
But that is not the end of the Amazon Trio. Pegasus sees that they have good in their hearts and he revives them, giving them dream mirrors and allowing them to be truly human. "People with dreams," he says, "will find salvation in the end." And so there is a happy ending! ^^
I kind of like Fish-Eye. He has his good points, and he can be amusing and bizarre at the same time. And I still wonder if he can change his gender, since some fish can do that. XD;

One question though... Why did the people he was working for want to find the Pegasus so much?
